- Businesses regarding medical provision to regions and fields where the provision of health and medical treatment is not made smoothly.
- Businesses regarding medical provision to those who are poorly guaranteed health and medical treatment.
- Businesses regarding the prevention of diseases that require measures taken by the government and local autonomous entities considering their size, spread, severity, etc. and health promotion.
- Other businesses stipulated as health and medical treatment by decree of the Ministry of Health and Welfare.
